Background

A career spent inside the claims process

Oliver Baker has spent more than four decades in the property and casualty insurance industry, with direct claims handling experience as an adjuster, claims manager, and claims executive, having worked for three major national carriers. He has worked as a claims attorney handling bad faith claims for carriers, and authored a bad faith claims manual for a major carrier.

As a home office auditor, Mr. Baker reviewed thousands of claim files across every state — experience that gives him a practical, working command of how claims are actually handled, what industry standards require, and how to recognize when those standards have not been met. That includes recognizing and auditing third-party carriers for bad faith practices.

Mr. Baker holds a Juris Doctor degree and the Chartered Property Casualty Underwriter (CPCU) designation — a rigorous, multi-year course of study covering the structure and operation of the insurance industry, completed by only about four percent of insurance professionals. This combination of legal training, industry certification, and decades of frontline claims experience allows him to speak to both the technical and practical dimensions of insurance disputes.

He serves as an independent expert and consultant on insurance bad faith matters, developing expert opinions, drafting reports, and providing testimony. He accepts engagements directly and through the Expert Institute.
